SJUSD School Board will review and approve Final EIR, potentially approve project, and take steps to certify (which starts clock for any legal challenge).
The Final EIR and supporting appendices - should post SJUSD Rio Americano Stadium Improvements Project page:
During the Nov 3, 2026 SJUSD Facilities Committee Meeting, District staff stated that the Final EIR will be released on Friday Nov 6, 2026.
CEQA appears to being done as a cursory exercise.
Observations - The Draft EIR (CEQA study and appendices) have numerous deficiencies, parkway and parkway user impacts not understood, addressed, dismissed, and/or not adequately analyzed. Actual boundaries and timeline of impacts from planned and intended operation and use not adequately addressed and or analyzed (which will be recurring), cumulative impacts not analyzed (including other SJUSD projects in Master plan, as well as what is happening around school on and off parkway), surrounding communities on both sides of the river, numerous foreseeable concerns and significant impacts not addressed and or adequately considered, etc.
During Nov 3 facilities meeting AECOM said they had received over 1000 comments to Draft EIR – but most have not been made available to public and other stakeholders. But District staff told the facilities committee members a rosy story and that only “minor" changes were needed to the Draft EIR. The public comment period for the DEIR just closed on DEIR Oct 16, 2026.
We have verified that some public comments were not included in the DEIR. Please be sure all your timely formal comments submitted via email, via online forms, and or other methods – during the NOP/ Scoping and the Draft EIR are included in Final EIR.
If your formal comments are not there – send a notice of omission of your comment and demand in writing to SJUSD and AECOM they include and publish your timely comments and recirculate the EIR documents.
Submit additional written comments to AECOM and SJUSD - before the SJUSD takes action to certify the EIR and insist that your comments be part of administrative record.

Also CC: and write: your State Assemblymember and State Senator, Sacramento County Supervisors, City Council representatives, CA Natural Resources Agency Wade Crowfoot, and others you think of – insist they protect and defend the Wild & Scenic Lower American River Parkway, Parkway users, and your community and this national, state, and local treasured asset for all. They need about this project, what’s at stake, and what you want.
Watch for the SJUSD's Final EIR. Remember to Save the Date - Nov 17, 2026 - to attend the SJUSD school board meeting/hearing on the stadium project and EIR.
Please share this with everyone who cares about protecting the Lower American River, the American River Parkway, and our surrounding communities. Now, more than ever, we need to stand together and speak up for the river and Parkway. The time to act is NOW! Thank you.
